Halil Rifat Paşa was a prominent 19th-century Ottoman political figure, serving as governor of Sivas and Izmir and later as Grand Vizier. Known for his focus on infrastructure, his famous saying, “Where you cannot go, does not belong to you,” highlights his dedication to road construction. In Izmir, he established the city’s first military hospital and initiated the Karantina District’s development. As Grand Vizier, he managed to quell the Sason Rebellion, secured victory in the Turkish-Greek War, and completed the Darülaceze social welfare project in Istanbul, serving under Sultan Abdülhamit II until his death.
Today, Halil Rifat Paşa is remembered not only for his political acumen but also for his forward-thinking initiatives that have left a lasting impact on Izmir and the wider Ottoman territories. He was laid to rest in the Sultan Mahmut Tomb in Istanbul, but his spirit endures in the mansion that still bears his name, now a beacon of knowledge and culture in Izmir.
