The plaza has a rectangular layout, featuring eight radial pedestrian entrances that converge towards a central area. This central point is marked by a fountain, above which stands a memorial to Eduardo Abaroa. The memorial is unique in its design, featuring a pedestal shaped like an incomplete bridge, symbolizing perhaps the unfinished nature of Bolivia's struggle and aspirations. Atop the pedestal is a bronze sculpture of Eduardo Abaroa, crafted by Emiliano Lujan Sandoval. This sculpture portrays Abaroa in a defiant pose, capturing the spirit of resistance and patriotism he embodied.

One of the most important annual events at Abaroa Square is the commemoration of the Day of the Sea on March 23. This day marks a poignant moment in Bolivian history – the loss of the Litoral department, and with it, Bolivia's access to the sea. The event is attended by the president of Bolivia, along with national and departmental authorities, schools, and the general public. It is a day of national remembrance, reflecting on the past and expressing hopes for the future.
